MIB School of Management of Trieste, Italy is pleased to announce a scholarship competition for applicants to the XXI Edition of the MBA in International Business. The Scholarships will go toward tuition fees to attend the XXI edition of the MBA in International Business programme (September 2010 - September 2011).

The Scholarships will cover up to 100% of the tuition fees (equivalent to 24.000,00 EUR 20% V.A.T. included). The amount of the scholarships will be discounted from the overall tuition fees. In case of course abandonment or exclusion for any reason, no amount of the scholarship will be paid or reimbursed.
Candidates must meet the following requirements:

  • Academic degree (or equivalent qualification) in any discipline.

  • Good working knowledge of English (TOEFL certificate is recommended).

  • Minimum 3 years of work experience.

    The applications are open for the Joint Japan/World Bank Graduate Scholarship Program(JJ/WBGSP) for the academic year 2010-11. Each year, the Program awards scholarships to individuals from World Bank member countries to undertake graduate studies at renowned universities throughout member countries of the Bank.

    Introduction

    In 1987, the World Bank, with funding from the Government of Japan, established the World Bank Graduate Scholarship Program (WBGSP) for graduate studies in subjects related to economic development. Each year, the Program awards scholarships to individuals from World Bank member countries to undertake graduate studies at renowned universities throughout member countries of the Bank.

    Now in its 23d year, the Regular Program has awarded 3,153 scholarships, selected from 58,944 applicants. In addition, 1,226 scholarships have been awarded in the various JJ/WBGSP Partnership Programs for a total of 4,379 awards. Since the inception of the Program, the Government of Japan has provided over 204,7 million dollars to the Scholarship Program. The Program's objective is to help create an international community of highly trained professionals working in the field of economic and social development. The World Bank and the Government of Japan require the scholars to return to their home countries on completion of their study Programs and apply their enhanced knowledge and skills to contribute to the development process in their respective regions and communities.

    Starting in 1992, a number of Partnership Programs have been launched, largely to respond to the need for graduate study Programs which combine academic rigor with specialized training in the practical aspects of policy-making. The objective of these Programs is to prepare the participants for effective policy-making roles in their home countries and regions. The World Bank administers the Program through the World Bank Institute (WBI).

    Eligibility Criteria

    To apply for a JJ/WBGSP scholarship under the Regular Program, an applicant must:

    • Be a national of a World Bank member country eligible to borrow.
    • Be born after March 31, 1970.
    • Have, by March 31, 2010, at least 2, preferably 4 to 5, years of recent full time professional experience acquired after a university degree, in the applicant’s home country or in another developing country.
    • Hold a bachelor's degree or its equivalent.
    • Be in good health.
    • Be of good character.
    • Not be a permanent resident or a national of any industrialized country.
    • Not be residing in an industrialized country for more than one year.
    • Not be an Executive Director, his/her alternate, staff of the World Bank Group (the World Bank, International Finance Corporation, International Development Association, Multilateral Investment Guarantee Agency, and International Center for Settlement of Investment Disputes), consultant, or relative of the aforementioned.

    Program of Study

    • Eligible applicants should propose a program of study related to development at the master's level, in fields such as economics, health, education, agriculture, environment, natural resource management, or other development?related subject.
    • The proposed program of study should start during the academic year 2010/2011 for a maximum duration of two years. The JJ/WBGSP does not support applicants who are already enrolled (i.e., taking classes) in graduate degree programs.
    • Applicants should submit evidence of current unconditional admission to at least one development-related university master’s degree program and are encouraged to submit application to a second such program. Applicants are encouraged to apply to one of the Preferred Universities which, other things equal, will have priority in the scholarship award.
    • The Program does not support studies in the applicant’s home country.
    • The Program does not support applicants for MBA, MDs, M.Phil. or Ph.D. degrees.
    • The Program does not support legal studies such as J.D., L.L.M. or S.J.D. except for L.L.M.’s related to human rights, environment, or good governance.

    Selection Criteria

    Eligible applications are assessed according to three main factors: academic excellence, professional experience, and relevance of program of study. Priority is given to candidates from the public sector with a high potential to impact the development in their own countries after completion of their studies. To the extent permitted by Program requirements and selection standards, the JJ/WBGSP:

    • seeks to maintain a reasonably wide geographical distribution of awards and gives priority to applicants from low-income countries
    • supports promising female candidates
    • gives priority to those candidates who, other things equal, have limited financial resources

    Japanese Government Scholarships
    International exchange in education, especially student exchange at the stage of higher education, plays an extremely important role in raising the levels of education and research in Japan and other countries, fostering international understanding and a spirit of international cooperation, and in the case of developing countries, cooperating in the development of human resources in those countries.

    For these reasons, the Ministry of Education, Science, Sport and Culture (MEXT) encourages exchange among students by promoting a wide range of measures, including setting for itself the target of accepting 100,000 foreign students annually by the beginning of the 21st Century, increasing the number of MEXT scholarships for foreign students, providing further support for self-supporting foreign students, promoting short-term student exchange, providing accommodation for foreign students through various means, and improving educational guidance in universities and other institutions of higher education in Japan.

    The Japanese Ministry of Education, Science, Sports and Culture (MEXT) has offered six different types of scholarship for students wishing to study in Japan since 1954. Applications for the above two scholarships are invited by the Embassy of Japan in Pakistan during period 15 Feb - 10 Apr this year:


    MEXT Alumni Association of Pakistan (MAAP)
    A large number of scholars have successfully returned to Pakistan after obtaining their Ph.D/Master and other degrees. In order to foster a spirit of friendship and cooperation among these former MEXT scholars, the MEXT Alumni Association of Pakistan (MAAP) was established in February 1996 for the MEXT scholars residing in (MEXT scholars of Sindh and Balochistan are in contact with the Consulate General of Japan in Karachi). The objective of this organization is to develop contacts with MEXT scholars in Pakistan and other countries, with a view to exchange information of mutual benefit. The MAAP has been working actively for the past two years, assisting the Embassy and the Pakistan-Japan Cultural Association in organizing cultural functions, and providing guidance to Pakistani students regarding study opportunities in Japan.


    Japanese Universities Which Offer Fellowships/Scholarships
    Procedure for Admissions of Foreign Students including Japanese Students to Educational Institutions in Pakistan

    1. One to one direct contact with Pakistani educational institutes should be made by interested students.
    2. Contact the Embassy of Pakistan in Japan or any other Pakistani consulate in Japan for the submission of necessary documentation and for the visa process.
    3. The Embassy of Pakistan Tokyo will send these documents to the Ministry of Foreign Affairs, Islamabad, Pakistan for the administrative procedure.
    4. Finally the appropriate visa will be issued by the Pakistani authorities in Japan.

    Chinese Government Scholarship scheme is established by the Ministry of Education of P.R. China (hereinafter referred to as MOE) in accordance with educational exchange agreements or understandings reached between Chinese government and governments of other countries, organizations, education institutions and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. MOE entrusts China Scholarship Council (hereinafter referred to as CSC) to manage the recruitment and carry out the routine management of Chinese Government Scholarship Programs.


    General Description

    1. According to the regulation stipulated by MOE, all undergraduate programs for international students are instructed in Chinese. Applicants with no command of Chinese are generally required to take the college preparatory courses for one to two years before entering university. And only by passing the examinations after the college preparatory courses, could they start their university studies.

    2. Part of the Chinese HEIs could conduct part of the postgraduate program and non-degree courses for general and senior scholars in English. Please check Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program or visit http://www.csc.edu.cn/laihua.

    3. Scholarship students should complete their study within the due time; duration for scholarship specified in the Admission Notice can not be extended in principle.


    Application

    Applicants shall apply to Chinese diplomatic missions or dispatching authorities between January and April every year. Applicants may refer to the above authorities for deadlines for application.

    Eligibility Criteria

    1. Applicants must be non-Chinese citizens in good health.
    2. Education background and age limit:
    • Applicants for undergraduate program must have senior high school diploma with good academic performance and be under the age of 25.
    • Applicants for master’s degree program must have bachelor’s degree and be under the age of 35.
    • Applicants for doctoral degree program must have master’s degree and be under the age of 40.
    • Applicants for Chinese training program must have senior high school diploma and be under the age of 35, Chinese language is the only subject available.
    • Applicants for general scholar program must have completed at least two years of undergraduate study and be under the age of 45, all subjects besides Chinese language are available.
    • Applicants for senior scholar program must have master’s degree or above, or hold academic titles of associate professor or above, and be under the age of 50.

    HEC aims to elevate the socio-economic position of the needy & deserving students by providing access to quality education through needs-based scholarships. Government of Pakistan has also duly acknowledged the financial constraints barring students from acquiring higher education and has thus earmarked substantial funds for the improvement of education sector.


    General Description


    The Merit and Needs based Scholarship Project has been in operation since 2004. Eleven (11) public & private institutions are participating in the program while more than 990 scholarships have been successfully awarded at the participating institutions.

    Scholarship Offering

    Comprehensive scholarship is offered under the program. The scholarship provides funds for the following expenses:

    Students at both private & public sector institutes have found the scholarship extremely helpful in sustaining their educational expenses.

    Eligibility Criteria

    • Financial assistance & scholarships are available to study at graduate level(MBA/MS (Agriculture)}.
    • The eligibility for the program is assessed on the neediness of the candidate & his/her family background.
    • Student should be able to compete for securing admission in the approved discipline at the participating institution as per admission policy of the institution and be enrolled in Graduate (2 Years) programs.

    How to Apply

    HEC & USAID looks forward to support needy students in sharing educational expenses. However please note that under this scholarships scheme the funds are not transferred directly to students by HEC or USAID. The payment is made to needy students through participating institutions .Please note the partial scholarship for already enrolled students is currently not covered under this project.



    Scholarship Award Process

    1. After securing admission, a student has to fill out scholarship form provided by the Scholarship Aid Office of the participating institutions and submit it along with the supporting documents at the institution.

    2. Data and supporting documents of the potential candidate are reviewed by Institutional Scholarship Award Committee (ISAC).

    3. The ISAC recommends potential candidates to HEC Scholarship Management Committee (SMC).

    4. The cases are presented to Scholarship Management Committee (SMC) that approves the cases after through review. The committee includes top Executives of HEC, representatives from the participating institutions, eminent scholars and a senior member from USAID, Pakistan. After finalization of awardees’ list, the scholarship fund for the selected students are transferred to participating institutions for onward disbursement to students.

    Full scholarship is available to qualified talented students who meet its high admission standards which include appropriate TOEFL score, GRE and an excellent CGPA from a recognized university. A minimum CGPA of 3.0 (on a 4 point scale) or 2:1 in the British system, minimum TOEFL score of 577 (91 on the IBT) or academic IELTS (min 6.5), and a minimum GRE quantitative score of 700 are the basic requirements without which an applicant will most likely not be considered.


    General Description

    Students accepted into the Masdar Institute will be offered a full scholarship which includes the following:

    • 100% tuition fee scholarship
    • Textbooks
    • Laptop
    • Medical Insurance
    • Housing in a single unit apartment (at the Masdar campus)
    • International students will receive reimbursement of travel expenses (economy class air-ticket) into Abu Dhabi and back home after completion of studies. Travel expenses (return economy class air-ticket) back to the student's home country at the end of the 1st year of studies will also be reimbursed.
    • Reimbursement of TOEFL and GRE exam fees (upon registration at Masdar Institute and submission of original receipts)
    • A competitive stipend per month (cost of living allowance).
    • No bond or conditions to the scholarship upon graduation


    The scholarship and benefits are subject to the student maintaining a minimum CGPA as determined by Masdar Institute of Science and Technology and satisfactory progress on their research.

    Applications are invited for award of Ph.D scholarships for study in selected advanced countries in the subjects given below. The prescribed application forms and relevant details are available at University website http://www.pu.edu.pk and also in the Registrar Office of the University of the Punjab.


    A bank draft/postal order of Rs. 200/- in the name of Treasurer, University of the Punjab, should also be enclosed. The selected candidates shall be required to serve in the University of the Punjab after completing their Ph.D studies, The faculty/staff already working in the University of the Punjab may also apply.

    Terms & Conditions

    Candidate / Applicant must fulfill the following conditions:

    1. Minimum 16 years education in the relevant field of study.
    2. First class or CGPA 2.5 / 4.0 in the last degree.
    3. Only one 2nd division and no third division throughout academic career.
    4. Maximum age limit is 35 years, relaxable by 5 years in cases of Government / Semi-Government employees.
    5. Have passed GRE type test conducted by NTS in July 2009 — January 2010.
    6. Candidates who are already serving in Government / Semi-Government and autonomous bodies should apply through proper channel accompanied by N.O.C. from the employer.
    7. In case a permanent faculty / staff member is selected in the short listing he/she will be awarded scholarship and shall not appear before the University Selection Board.

    The detained nuclear scientist, Dr AQ Khan, has in a dramatic move made public a long charge-sheet against the outgoing chairman of the Higher Education Commission (HEC) Dr Attaur Rehman, saying he was the blue-eyed boy of Gen Pervez Musharraf because both hailed from Delhi.

    In a note sent to The News on Thursday, Dr Khan regretted that despite eight years in office and spending billions of taxpayers’ money, Dr Attaur Rehman could not even set up a single university, leave alone his tall claims of setting up six foreign universities.

    Dr Khan, breaking his silence after a very long time, also made some new revelations, saying Gen Musharraf wanted him to become a minister but he proposed the name of Dr Attaur Rehman. He has also claimed that Pakistan had made the nuclear bomb in 1984.

    In his attack on Dr Rehman, the first of its kind which might put the tall claims of the HEC in a new perspective, Dr AQ Khan said: “As an organic chemist with no industrial exposure, he fell into the trap laid by many of the incompetent sycophants that surrounded him. They excelled in on-screen, colourful presentations containing figures, graphs and forecasts, but these were nothing more than a house of cards. Those running the HEC had never set up or run even a high school, let alone a university.”

    Ms Henny Khan, the wife of Dr AQ Khan, on behalf of her husband, also sent a long note to this correspondent to join the debate going on about the performance of Dr Attaur Rehman, who was one of the longest-serving persons during the last eight years of Musharraf but failed to deliver.

    Dr Khan is the second top man who has blasted Dr Rehman after former minister Ishaq Khan Khakwani.

    In his communication to The News, Dr Khan said the article on the Higher Education Commission in The News of Oct 14, 2008, together with the criticism on its performance by former federal minister Ishaq Khan Khakwani and Dr Attaur Rehman’s reaction were highly informative to the common man in general and the academic community in particular.

    “The truth always hurts and Khakwani is known for calling a spade a spade. He was also very outspoken in his criticism of Gen (retd) Musharraf’s illegal and unconstitutional acts. On both counts, he has hit the nail right on the head,” Dr Khan said.

    He said he had known Prof Dr Attaur Rehman for almost two decades and was aware of his good work at the HEJ Institute at the University of Karachi. He recalled that after Gen (retd) Musharraf staged the coup against Prime Minister Nawaz Sharif, Dr Rehman became Musharraf’s blue-eyed boy, presumably because both came from Delhi.

    He revealed: “When I was about to retire, Gen (retd) Musharraf offered me the post of minister of science and technology, which I refused. I had good reasons for doing so. I did not want to be part of the Gen’s cabinet, to see him in cabinet meetings and to shake hands with him as if all was well between us. At their specific request, I suggested Prof Attaur Rehman believing that, as a foreign trained, good academic, he was capable of doing the job. After my retirement, Gen (retd) Musharraf asked me to become his adviser, which I again refused. However, a number of senior Army officers requested me to accept this post for my own good as the general was known to be very vindictive. As adviser, I could keep myself busy with educational activities. I accepted the post on the condition that I would not be required to attend cabinet meetings.”

    Dr Khan said after his appointment as minister, Prof Dr Attaur Rehman changed and was no longer the humble person he used to be. None of the advisers (with the status of a federal minister) i.e. Mr Sharifuddin Pirzada, Dr Ishfaq Ahmad and myself ever put a flag on their car or put “federal minister” on their car number plates. On becoming adviser and later the HEC chairman, Prof Dr Attaur Rehman constantly used the term “federal minister”, even adding it on his HEC letterhead. It was a pity he felt the need to do so, as with his educational and professional background, there was no need to do so. His academic achievements said it all.

    Coming back to the achievements or lack thereof of the HEC, Dr AQ Khan said billions of rupees were spent over the last eight years with very little to show for it. “Prof Dr Attaur Rehman met me a number of times, the last time being hardly three or four weeks ago. We discussed the establishment of six technical universities with the help of six foreign countries. I was rather shocked to learn from him that all these universities were to be set up by the HEC — all the infrastructure, equipment, faculty, salaries, transport, residential facilities, etc., were to be provided by Pakistan. The foreign universities’ role would be solely to nominate the foreign faculty, advise and issue degrees. I was always under the impression that such universities were to be financed and run by the respective foreign countries. Since Prof Dr Attaur Rehman became the HEC chairman, I have always been advising him to first set up one university and only attempt a second one when the first was up and running smoothly but, as an outsider, my suggestions were not welcomed. We now see the results — hardly anything worth mentioning.”

    Dr Khan said another issue that sidetracked the academic one and with serious financial repercussions was the mobile phone publicity campaign. Prof Dr Attaur Rehman, as minister for information technology, went all-out to introduce the mobile phone culture. We all saw on TV how every Tom, Dick and Harry was using a mobile phone, but nobody thought of the financial repercussions.

    “In the very first year of its introduction, Pakistan spent $1 billion (one billion dollars) on the import of mobile phones, not even to talk of the remittances back to their parent companies of hundreds of millions of dollars in revenues. A manufacturing plant, costing a fraction of that amount, could have produced phone locally; thus, saving hundreds of thousands of dollars and providing jobs to many local engineers and technicians. If we were able to produce state-of-the-art centrifuges, high frequency inverters, top quality nuclear valves, ballistic-guided missiles and nuclear weapons, why were we not able to produce mobile phones?

    Dr Khan said he had no doubt that Prof Dr Attaur Rehman’s intentions were good. However, he pointed out that his planning proved disastrous. “His weakness was that he was not an engineer and, therefore, lacked a basic understanding of the requirements of technical education.     AQ Khan said those running the HEC had never set up or run even a high school, let alone a university. “If Dr Attaur Rehman had listened to my well-meant advice and set up even a single university, he would not be facing such scathing attacks today. Such a university would have seen hundreds of good engineers graduating by now.”

    Dr Khan said he always gave Dr Attaur Rehman the example of the GIK Institute. Ghulam Ishaq Khan made him (AQ Khan) project director and he had the unflinching support of Ghulam Ishaq Khan himself, HU Beg, Shamsul Haq, Brig Amir Gulistan Janjua and Elahi Bux Soomro.

    “Together, we put up the GIK Technical Institute in two years at a cost of approximately Rs1-1/2 billion. Within two years of its inauguration, it was listed as one of the top ten technical institutions of Asia. Incidentally, my former teacher at Delft (Holland) and Leuven (Belgium), Prof Dr MJ Brabers, was the first rector and there were 15 foreign professors when the institute started functioning.”

    Dr Khan said another example of concentrating on one thing at a time was the establishment of the uranium enrichment plant at Kahuta. “We started with literally nothing in 1976 and by August 1984 we had put up one of the most advanced facilities and had even managed to produce nuclear weapons. All this was done with a budget of Rs 100 to 110 million per year.”

    He pointed out that Prof Dr Attaur Rehman had visited the plant and was, therefore, in a position to judge himself whether his advice had been genuine and workable.

    “Our success was due to putting together of a very strong technical team. We were lucky to have had the full support — both financially and morally — of Shaheed Zulfiqar Ali Bhutto, Gen Ziaul Haq, Ghulam Ishaq Khan and others. HU Beg was a great supporter to us and looked after our financial requirements with great acumen, ensuring strict control and regular audits,” Dr Khan said.

    Dr Khan said it was a great pity that despite his sincere efforts, good intentions and access to funds, Prof Dr Attaur Rehman was not able to deliver what he set out to do. He believed that not a single new university was established or an existing one brought to a level where it could be counted as one of the 200 top-most universities recently mentioned in Time magazine, while India has two mentions on that list. “This is mainly due to his inability to select a competent team of technically experienced advisers. Academicians never make good administrators and planners,” he regretted.

    Outgoing Chairman of the Higher Education Commission, Dr Attaur Rehman, has issued a long rejoinder to nuclear scientist Dr AQ Khan who had recently criticized the performance of the HEC and Dr Atta for not using billions of taxpayers’ funds properly.

    In his rejoinder Dr Atta thanked Dr AQ Khan for not doubting his and integrity but said his statement appears to be based on some serious misunderstandings as not one but 47 new universities had been established in the last six years.

    “As many as 47 new universities had been established and 18 new campuses of universities have also been established during the six year period of HEC’s existence,” he said. University enrolment has almost tripled from 135,123 to 363,700 during this 6 year period of HEC thereby providing far more opportunities of our youth to acquire higher education.

    “It has been alleged that 6 foreign universities were planned to be set up in Pakistan but not a single one has been established. Actually, it was only in February 2008 that 4 projects for the establishment of universities in collaboration with Germany, Italy, Austria and China were approved.

    Subsequently, the new government established a Cabinet Committee to review the programme and to consider if funding could be made available for it. The Cabinet has yet to make a final decision in this respect and so the programme has been essentially frozen, largely due to the serious financial situation of Pakistan. How could money have been wasted for this programme when not a single new building for these universities has so far been built or faculty hired?

    The need to establish foreign universities in Pakistan has been questioned. It needs to be understood that without a critical number of world class engineers and scientists, Pakistan cannot hope to compete in the highly competitive global economy. Our students would be exposed to high quality faculty from foreign countries, follow their curriculum, pass their examinations and get degrees from top universities from Germany, France etc.

    They would therefore reach international standards of education, science and engineering in a very short period. India produces over 400,000 engineering graduates annually while Pakistan produces only about 8,000 engineering graduates. The Indian Institutes of Technology (IIT) set up in 1960s helped to transform India and ushered in an IT revolution—-as a result India presently earns tens of billions of dollars in exports of software. India has also decided to expand its present programme of IITs and also significantly increase the number of Indian Institute of Science so that it could compete with advanced countries.

    It has been claimed that HEC programmes have not had any major impact on higher education. This is completely incorrect as proved by the following facts:

    (a) In a recent USAID Report (still in draft form) it is stated that: “We are very impressed with the breadth, scope, and depth of the reforms implemented by the HEC since 2002. No other developing country we know has made such spectacular progress.”

    (b) The world’s top science journal “Nature” in an editorial published on 28th August 2008 acknowledged “the solid foundations” built by HEC during the last 6 years under my Chairmanship and urged the new government to continue to support this important sector to prevent us from going back to the “Stone Age”.

    (c) The World Bank was asked by Government of Pakistan to carry out the performance audit of HEC. A 128 page report published by the World Bank has praised the excellent initiatives by HEC.

    (d) The British Council in another recent comprehensive report published earlier this year has praised my own leadership as Chairman HEC in the following words “I have worked in many countries in South America, the Middle East, North Africa, and in Russia and India, over the last six years. None in my view, with the exception of India , has the potential of Pakistan for the UK university sector, largely because of the dynamic, strategic leadership of the Chairman of HEC”

    (e) “Science Watch” published by the Thomson Reuters group have recently given Pakistan the “Rising Star” status in five fields of science and engineering, the highest number achieved by any country in the world.

    (f) The enormous emphasis laid by HEC on research has resulted in 400% increase in research output in international journals from Pakistani universities. The research output in international journals originating from Pakistani institutions has grown from a only about 600 research articles in year 2002 to over 1714 by the year 2006 and 2407 articles in 2007.

    (g) During the 56 year period (1947-2003) not a single Pakistani university could qualify to reach the ranks of the top 600 universities in the world. Today 3 of Pakistani universities are in this category with the National University of Science and Technology standing at a very respectable number 376.

    (k) Previously our degrees were not recognized internationally as we had only 16 years of study programmes before students obtained the Masters degrees. HEC introduced a 4-year undergraduate programme which is being implemented in a phased manner over a 3 year period. This will result in international recognition of Pakistani degrees.

    (h) A huge emphasis has been placed on quality of education. National rankings of our universities were published, thereby generating competition.. Quality Assurance Cells have been established in different universities and student evaluation of teachers’ performance introduced.

    (i) Video-conferencing facility has been provided in 28 universities with the key feature of live interactive lectures from technologically advanced countries.

    (j) A major national research grant programme was launched. The National Research Programme for Universities (NRPU) facilitates research pursuits of researchers. The year saw the approval of 195 projects in Agriculture, Food Sciences, Archeology, Biological Sciences, Engineering, Computer Science, Mathematics and Pharmacy for funding over a maximum period of three years. There is tangible excitement in the air where faculty members are working in their state-of-the -art and well equipped laboratories.

    (k) Strict financial discipline is maintained by HEC. All its programmes have been regularly audited by government auditors as well as private international auditors. It is also the first government institution which fully implemented SAP accounting system thereby being completely transparent in all transactions.

    (l) A major programme of post- doctoral training in top foreign universities has been initiated which has already benefited some 200 faculty members.

    (m) A strict project monitoring system was introduced and quarterly reports are sent to Planning, Finance and the Chancellors of public sector institutions.

    (n) A transparent process of appointment of Vice- Chancellors was introduced based on open advertisement and final recommendation by a search committee comprising eminent scholars.

    It has been stated in an earlier article which appeared in the newspaper that too much money has been spent on higher education at the cost of lower level education. This is incorrect. Less than 15% of the entire education budget is spent on higher education. According to international norms at least 25-30% of national budget should be spent on higher education. During the last two years per student expenditure has actually gone down by about 30% due to inflation and the tripling student enrolment.

    Has HEC made a difference in the last 6 years as compared to performance of the erstwhile UGC in the previous 56 years. One needs only to talk to any Vice-Chancellor of a public sector university or visit hundreds of new institutions established during the last 6 years to get a fruitful answer.

    One is at liberty to turn a blind eye to HEC’s achievements, but they will not cease to exist. What is presented above are undeniable facts and in the final analysis what matters is not what my supporters or critics say, but the opinions of neutral international experts mentioned above who have carried out a detailed analysis of the Higher Education sector in Pakistan and paid glowing tributes to our achievements.

    To identify me with President Musharraf or any other past government is incorrect, although I must acknowledge the tremendous support provided to HEC by General Musharraf. I am a scientist and not a politician. I received four Civil Awards (Tamgha-i-Imtiaz, Sitara-i-Imtiaz, Hilal-i-Imtiaz and Nishan-i-Imtiaz) from successive governments of General Muhammad Zia-ul-Haq, Mian Muhammad Nawaz Sharif, Mohtarama Shaheed Benazir Bhutto and Mr. Shaukat Aziz. I have tried to serve my country honestly and to the best of my abilities and will continue to do so Inshallah in the years to come.
